Oregon

Accelerating learning when it matters most. Early screening and evidence-based instruction drive measurable growth in Pre-K-5 classrooms.

Overview

Oregon has made early literacy a statewide priority through its Early Literacy Success Initiative, emphasizing research-aligned instruction, high-dosage tutoring, extended learning, family partnership, and equitable access to literacy support. Springboard Collaborative helps districts advance these priorities through evidence-based tutoring, summer and afterschool learning, family engagement, and targeted literacy support that complements district instruction.

Aligned to State Priorities

  • Early identification and progress monitoring

We use district data and mCLASS DIBELS 8th Edition through Amplify, an ODE-approved dyslexia-risk screener, to identify skill needs, monitor growth, and provide bilingual Student Action Plans.

  • Research-aligned literacy instruction and intervention

We deliver evidence-based literacy tutoring that reinforces foundational reading skills and provides targeted support for students who need additional intervention.

  • Educator development and coaching

We provide program-embedded coaching that strengthens implementation, aligning with Oregon’s investment in research-aligned literacy coaching..

  • High-dosage tutoring and extended learning

We provide tutoring, afterschool, and summer programming aligned with Oregon’s investment in research-aligned high-dosage tutoring and extended learning.

  • High-quality materials and instructional coherence

Our curriculum-universal approach complements district-adopted materials, including Amplify CKLA K-5, so intervention reinforces rather than competes with core instruction.

  • Family partnership and equitable access

We help families understand student progress through workshops, practical strategies, bilingual tools, and actionable student data, directly aligning with Oregon’s goal of enabling families to be partners in literacy development.

  • Literacy-first summer learning, with math support

We offer blended literacy and math tutoring, complementing Oregon summer programs that prioritize literacy while allowing mathematics and other core academics.

Funding Opportunities

  • Early Literacy Success School District Grants

$93.5M for 2025-27 supporting extended learning, literacy coaching, high-dosage tutoring, and other early literacy investments. ODE currently describes this as roughly $93M in noncompetitive grant funding.

  • High-Dosage Tutoring Supplement

Additional 2025-27 funding awarded to 48 districts to expand research-aligned literacy tutoring.

  • State Summer Learning Grants

$35M annually for evidence-based summer learning, with literacy as a statewide priority and academic programming that can include math. The current grant is a multi-year 2026-28 program; Oregon describes it as a $35M annual investment.
